What is the First Homes discount eligibility criteria?
The government’s First Homes scheme is designed to help first time buyers purchase a home at a discounted price. Properties within the scheme are offered at a minimum of 30% off the market value, with some areas offering discounts of up to 50%.

Am I eligible for the First Homes discount scheme?
To qualify for the First Homes discount scheme, applicants must meet the following criteria:
- Age requirement: You must be at least 18 years old.
- Homeownership restriction: You cannot have previously owned or inherited a home in the UK or abroad.
- Income cap: Your household income must not exceed £90,000 in London or £80,000 elsewhere in England.
- Mortgage requirement: You must be able to get a mortgage for at least half the price of the home.
- Residency requirement: The property must be your primary home, not an investment or second home.
- Local priority considerations: Some areas may prioritise key workers (e.g. NHS staff, police officers) or individuals with a strong local connection.
If you’re buying with other people:
- You must all be first time buyers.
- You’re all required to apply for the scheme together, even if you won’t all have a mortgage.
- Your joint income must not be more than £80,000, or £90,000 in London.
Some local councils may also set additional eligibility rules to meet specific community needs, so it’s essential to check specific criteria within the council area where you’re interested in purchasing a property.
What are the allocation and prioritisation rules for the First Homes discount?
The local council may have additional eligibility conditions. For example, some councils may prioritise giving First Homes discounts to:
- Essential workers.
- People who already live in the area.
- Those on lower incomes.
However, buyers may be exempt from some or all council conditions if they are:
- A member of the armed forces.
- A veteran who left the armed forces in the last five years.
- The divorced/separated spouse or civil partner of a member of the armed forces.
- A widow or widower of a deceased member of the armed forces (if their death was caused wholly or partly by their service).
